A statewide program

Since 2021 I've been Project Manager of record for a western US state DOT's statewide AVL and telematics program.

Regions 1–5Statewide, plus light fleet
10 daysFrom cancellation, before the turnaround
5Training manuals written and delivered
2030Multi-year contract runs through

The problem

Statewide AVL plus public-works telematics (plow and hydraulic sensors, driver ID) across five regions, with a contract standard of working in 95% of vehicles at close of installation. The program also included a custom Automated Spreader Log build. In January 2024 the customer paused digital spreader logs and set a deadline: show clear progress within ten days or they would decide whether to continue.

What I did

  • Spreader log: wrote the scope of work and specification, then ran the issue log, developer sessions and customer sessions through the deadline.
  • Installs: wrote each region's master install plan, which becomes an appendix to its work order.
  • Training: wrote five manuals (introductory, supervisor, technician, administrator, winter operations) and delivered the sessions.
  • Billing: drove a year-long invoicing problem through to a written resolution.
  • Vendor: negotiated a credit from Geotab toward the customer's labour on a fleet-wide defective cable replacement.
  • Tooling: built them an exception time report add-in in 12 minutes (see File A).

The result

The spreader log survived the deadline and was restarted in 2026. The customer now validates installations in one region themselves, and the program runs on a multi-year contract through 2030.
